Three Organizations Challenge City Approval of

MSMU Wellness Pavilion

On Monday, May 16, Brentwood Homeowners Association filed suit against the city of Los Angeles and Mount Saint Mary’s University, challenging the City Council’s approvals last month for new development and new special event uses at MSMU’s Chalon campus. We sued, among other things, over adverse fire hazard and evacuation impacts, failure to limit enrollment growth, commercial uses of campus facilities, length of construction phase, and worsened traffic on our hillside roads and Sunset Boulevard. BHA is by no means opposed to the construction of a new gym for the use and enjoyment of the students registered at the Chalon campus; however, the Brentwood community’s legitimate needs for enforceable, good-faith limits on unregulated growth and runaway campus uses -- required of other private universities and schools in our community, other Los Angeles communities and many other cities -- should not have been disregarded.

The decision to file this lawsuit was made after careful consideration of the merits of the case as well as feedback from our members (an overwhelming majority who completed the survey supported legal action).  In addition to BHA, two other organizations filed petitions with the Superior Court challenging the project:  Residential Neighbors of Mount Saint Mary’s University and Bundy Canyon Association.

Understanding the New Outdoor Watering Restrictions

All LADWP customers, including Brentwood, must follow the current AND proposed outdoor watering restrictions.  To help you make sense of these requirements, here is what you need to know.  If you have any questions, please contact LADWP's Customer Contact Center by calling 800-342-5397.

New outdoor watering restrictions proposed beginning June 1 (pending review from LA City Council):

  • Customers with odd-numbered street addresses are allowed to use their sprinkler systems on Mondays and Fridays.
  • Customers with even-numbered street addresses are allowed to use their sprinkler systems on Thursdays and Sundays.
  • Watering with sprinklers is limited to one cycle of up to 8 minutes per station per watering day for standard sprinkler systems (typical residential system), or 15-minute cycles per watering day for water-conserving nozzle sprinkler systems.
  • Recommend use of pool covers to decrease water loss from evaporation.
  • You may not wash vehicles using a hose without a self-closing water shut-off nozzle. Recommend washing of vehicles at commercial car wash facilities.

Existing outdoor watering restrictions remain in effect:

  • No watering is allowed outdoors between 9:00 a.m. and 4:00 p.m. regardless of the watering day.
  • No watering is allowed outdoors during rain and for 48 hours after the rain.
  • Hand-held hose watering with a self-closing shut-off nozzle on the hose is allowed every day of the week except for the 9:00 a.m. to 4:00 p.m. time period.
  • No runoff is allowed onto streets, driveways, and gutters from excessive watering.
  • You may not allow leaks from pipes of fixtures to go unrepaired.
  • Restaurant staff may not serve water to customers in restaurants unless requested.

To learn more about how you can conserve water indoors as well as outdoors, visit LADWP's website.

Bonin Seeks to Allow Homeless Shelters in Residential Areas

Councilmember Bonin introduced a motion in February asking the LA Department of City Planning to report on ways to amend the LA Municipal Code to allow shelters for the homeless in more restrictive zones like R1 (single family residential zones) and to streamline the administrative approval process of shelters for the homeless as a public benefit project. Councilmember Bonin's goal is to make it easier for religious institutions and other charitable organizations to build and operate homeless shelters. The motion was passed by the Planning and Land Use Committee May 10 and will now proceed to the City Council for approval. BHA submitted comments in February opposing the motion. All documents submitted to the City Clerk can be found here.
