Clarification on Just Cause Enforcement Fee Letters

A new Just Cause Enforcement Fee of $31.05 per unit became effective in January 2025 for rental units that are not subject to the Rent Stabilization Ordinance (RSO). Some of you may have received a notification from the Los Angeles Housing Department (LAHD) about this new fee, even though your property is NOT a rental property.  Here's why.

 

The LAHD flags a property as possibly a rental property when the mailing address and billing address is different or if an entity owns the property (like an LLC).  Property owners received a bill if their mailing address differed from the property address in the Los Angeles Assessor Tax Collector’s database.  To remove your property from this list permanently, you must change your mailing address to your property address. (Find out how here.) If you do not want to do that, then you will need to file a temporary exemption form each year.  Do NOT ignore the notice. 

 

File This Under Bad Timing or Bad Ideas

The California Department of Transportation (Caltrans) will hold a public, informational meeting at 6:00 p.m. Thursday, April 24 for the Interstate 405 (I-405) Pavement Rehabilitation Project.   You can learn more about the project here. 

 

At a time when LA will host the World Cup (2026), the Super Bowl (2027) and the Olympics (2028), Caltrans intends to intermittently shut down lanes and ramps on the most heavily trafficked freeway over a period of four years (spring/summer 2025 to winter 2029).  Not to mention this will occur at a time when the increase in traffic on the 405 due to the partial closure of PCH from the Palisades Fire and the increase in traffic from the fire debris removal trucks on 405 has reached its limits and created a significant impact on our community.

 

Upon hearing of this project, BHA immediately reached out to our contacts in the City, County, and State.  All will attend this meeting to learn more and we encourage all of you to attend to hear what is being planned and how it will impact us.
