Los Angeles City Council Opposes Zone 0 Regulations

On Tuesday, October 7, the LA City Council voted unanimously to oppose the proposed Zone 0 regulations and stand with its residents against Sacramento's one-size-fits-all mandate that ignores the realities of Southern California.  As Councilwoman Park stated, while wildfire safety is essential, the current rules “miss the mark” and must be based on local research, ecology, and best practices.  

 

October 23 the Zone 0 Advisory Committee will meet in Sacramento to finalize the regulations that will then go to the full Board of Forestry on November 3.  Official hearings and public comments for the FINAL regulations will occur in November.  At this stage, we will need EVERYONE to submit comments since the Board will need to publish and respond to all comments at that time before the rules are finalized in December for implementation starting January 2026.  

 

What You Can Do Now

1. Call the Governor 916-445-2841 and leave a message.  

I am a Los Angeles resident. I strongly oppose the Zone 0 regulations as written. They won’t make us safer, and the Board of Forestry has ignored local experts. Please stand with the L.A. City Council and demand that these rules be locally tailored to fit our urban neighborhoods.

Palisades Fire After Action Reports

On October 8, the Federal Government issued its findings from an investigation into the cause of the Palisades Fire: According to an affidavit filed with the complaint, law enforcement determined that the Palisades Fire was a “holdover” fire – a continuation of the Lachman Fire that began early in the morning on New Year’s Day 2025. Although firefighters quickly suppressed the Lachman Fire, unbeknownst to anyone the fire continued to smolder and burn underground within the root structure of dense vegetation.

 

Immediately after the arrest of the man accused of starting the Lachman Fire, LAFD issued its After Action Report. This report addresses the response to the fire, not the cause.  (You can read the Mayor's statement on the report here.)  Governor Newsom announced that phase one of a two-part report regarding the state’s “preparation and response” to the fires would be released on Oct. 20 by the Fire Safety Research Institute (FSRI).
