Berggruen Institute Files New Plans with City
Three years ago the Berggruen Institute informed our community of its plans to build Scholars’ Residences and an Event Center in Brentwood on the top of the Santa Monica Mountains near Mountaingate. In place of the approved development by the City in 2006 of 29 single-family homes on 25 acres, Berggruen’s Proposed Project would develop 28 acres of the 447-acre site with an Institute Building for lectures, meetings, events and dining, Scholar Residences and Scholar Pavilions. (click here for the full description and impacts). The project includes a plan for future growth in use and an expansion of an additional 63,000 sq ft in floor area.

 

In addition to the staff and residents' use of the site, the Project proposes unlimited events of 12 to 100 guests between 8am and 10pm on weekdays and weekends (Section 3.3.5 of the Initial Study). 18 special events of 100-250 guests would occur during evening rush hour and 400-guest special events would occur three times per year. Concurrent events are allowed with a maximum of 400 guests at one time.  Primary access to the site would be on Serpentine Road off of Sepulveda Blvd.

After two applications that did not meet the City's zoning requirements, Berggruen has filed a new plan for the project that requests a General Plan amendment, Zone Change, and adoption of a Specific Plan that would create a new zone just for this private property, called the Berggruen Institute Specific Plan. It is unclear what precedent this would set for our residential community by completely changing the established zoning for this area.

This is an opportunity for the community to share their thoughts, concerns and questions about what environmental impacts should be studied for this development. The Initial Study by the Berggruen Institute, filed with the City, lists a wide range of potential environmental impacts on our community from noise and traffic to aesthetics and wildfire. This is the beginning of the environmental review process and any concerns raised at this meeting must be addressed in that review.
